I am pleased to share this research report, The Partnership of New Town Development in Korea: A Multi-scalar Growth Politics Perspective with readers. The contribution of this study is significant because there is an increasing attention to the issue of scales. The discourses of globalisation and localisation are part of our life in these days, and they influence such many aspects of the society. The current economic crisis is a good example how different societies and countries are linked to each other. The local governments’ involvement increases dramatically overtime.
Previous academic debates on rescaling are helpful for understanding what is going on in the contemporary society, but they remain so abstract that it is hard to grasp the meaning of rescaling. By providing detailed stories on how various actors - the national government, the local government, the businesses, and the civil society - interacted with each other, this research helps understanding how rescaling works with grounded evidences. It is interesting to see how the partnership can be dynamic in their findings.
While this research does not make explicit arguments on planning and public policy, this study is helpful for policy-makers’ and planners’ approach to partnership. Nowadays, many planning projects are postponed quite long because of interest conflicts among different actors. That messiness is an embarrassment to many people who are involved in planning and public policy. This research demonstrates how partnership works in details in the Korean context and helps those planners and policy-makers come up with realistic and desirable strategies.
I am positive that this study will be very instructive and informative to those who are interested in the dynamics among participants and the rescaling process. I appreciate Dr. HaeRan Shin and Dr. Jung Won Sonn at University College London, and Dr. Se Hoon Park at this research institutue (KRIHS) for their useful research and coordination. I am also grateful to the interviewees in Songdo and Eunpyeong who helped the authors with their fieldwork.
