Developing Technical Project Design for Implementation of Integrated Operation and Control Center in Goiânia, Brazil 


1. Background

ㆍIn 2011, the Inter-American Development Bank (IDB) launched the Emerging and Sustainable Cities Initiative (ESCI) to tackle challenges due to rapid urbanization across LAC region. 

- KRIHS developed an implementation plan for Integrated Operation and Control Center (IOCC) in Goiânia, Brazil, through the first and second KSP studies (funded by the Ministry of Strategy and Finance of Korea) between 2011 and 2012. 

- As a follow up of the second KSP study, this project was to develop a Request for Proposal (RFP) for the IOCC in Goiânia. 

2. Project Description

The research and activities undertaken in this project include:

ㆍa review of the KSP studies to prepare an RFP for the pilot project of implementing IOCC in Goiania 

ㆍdiscussion and confirmation of the contents for the pilot project through meetings with the city government and authorities in charge of 7 subsystems (traffic signal control system, travel information system, automatic enforcement system, incident management system, bus information system, crime prevention system, and disaster prevention system) 

ㆍdevelopment of a (technological) IOCC implementation plan which includes communication infrastructure, facilities, and services

ㆍdevelopment of long-term, technological IOCC management plans

ㆍdevelopment of an RFP for the implementation of IOCC and its subsystems in Portuguese

ㆍdevelopment of a procurement assessment frame 

ㆍmanagement of local consultants hired by the IDB

ㆍworkshops with the city government—1st meeting in Korea including study tours; 2nd meeting to discuss the scope of the pilot project in Goiânia; and the final meeting in Goiânia

ㆍsupports for procurement process as part of developing the procurement assessment framework for the IOCC pilot project.

3. Project Management

ㆍChallenges and difficulties in communication were minimized by a series of audio/video conferences with the IDB. 

ㆍProject reviews were made on a regular basis through workshops and interim/final reports which reflected feedback made by the city government, IDB, and KRIHS.

4. Impacts and Benefits

ㆍThis project reflected the need of the LAC region for IOCC implementation. 

ㆍKRIHS helped develop a consensus on IOCC implementation among the government and related agencies in Goiânia and provided support measures for IOCC management. 

ㆍKRIHS suggested matching funds, paid by the IDB, Brazilian government, and city government, as a financial instrument for the IOCC implementation. 

ㆍKorea’s experience of developing smart cities shared through this project can work as a bridge for Korean businesses to enter the LAC markets. 

5. Project Evaluation

ㆍCost-benefit analysis, which can explain economic feasibility of the project, is more effective to secure investment.

ㆍAnalysis on the ICT status in the LAC region is required to estimate the feasibility of related projects.
