Contents
  • KRIHS organized and conducted a policy advisory program for the Mongolian delegation, which was fully financed by the Asian Development Bank (ADB). The delegation visited Korea to study Korea''s legal and institutional framework and experiences related to land acquisition and resettlement (LAR). The delegation was led by Parliamentarian Mr. Navaansamdan Ganbyamba, Vice Minister Mr. Bold Tsengel and ADB consultant Mr. Chinzorig Batbileg.
  • On the first day, March 5, 2012, welcoming and courtesy meetings took place with officials such as Mr. Park Yangho, president of KRIHS, and Mr. Han Man-Hee, vice minister of the Ministry of Land, Transport and Maritime Affairs (MLTM) of Korea. General discussions took place and the program then examined national and regional planning, related development policies, land and urban policies, LAR, and valuation policy. These topics were presented by Dr. Dongju Kim and Dr. Lee Beomhyun from KRIHS as well as policy makers and implementers from the MLTM.
  • The morning program of March 6 focused on LAR and valuation for compensation purposes. The part which concentrated on valuation was presented by the Korea Association of Property Appraisers (KAPA). The afternoon program concentrated on information systems and analysis for land management and urban planning and development. Participants visited one of the leading private companies working in the Geographic Information System (GIS) industry focusing on land management and urban development. Next, a presentation focusing on land administration and registration was given by the MLTM, which focused more on technical issues such as the information systems related to land administration.
  • On the morning of March 7, the delegation visited the Land and Housing Corporation (LH) and learned about its activities. Then a site visit to a brand new residential area built for affordable housing was organized. In addition, the duties and responsibilities of the LAR committee were presented and discussed in detail at LH by the MLTM officials. In the afternoon, the topic shifted to housing financing. The delegation also visited the Korea Housing Finance Corporation (HF) and discussed topics such as mortgage loans and housing purchases.
  • On the fourth day, March 8, the topics covered issues related to spatial data infrastructure and its use in the governance. This part was presented by Dr. Kim Daejong of KRIHS. Additional discussions led by Dr. Kang Mina of KRIHS examined affordable housing and its financing. In the afternoon, the program was continued at the Multifunctional Administrative City, Sejong City. A site visit to the on-going development site was organized by the Multifunctional Administrative City Construction Agency (MACCA).
  • On March 9, the final day of the program, the proposed LAR law was presented to the delegation and the staff of KRIHS, KAPA, and MLTM. The Korean experts emphasized that the law should be designed to balance the rights of the affected people and public needs.
