Application of Urban Inundation Prevention Policy Support System for Effective Urban Disaster Prevention Plan

Summary
1. After adoption of Urban Disaster Prevention Plan that aims to solve fundamental causes of inundation and other disasters, ‘Urban Inundation Prevention Policy Support System’ has developed recently providing reliable risk information and guidelines for municipalities’ better awareness and preparedness.


2. As the risks of urban inundation are high nationwide, few locations were selected as priority managed locations given its necessity of disaster countermeasures and various thematic maps were developed afterwards to provide spatial information on risks and effects of climate change induced torrential rain.


3.  Urban Inundation Prevention Policy Support System scientifically determines the high risks area by combining the physical and social factors of urban inundation and suggests convincing evidence in designing disaster countermeasures.


4. Variety of information produced from Urban Inundation Prevention Policy Support System would be highly beneficial for strengthening effectiveness of urban disaster prevention plan.


Policy Implications
1) (System Upgrade) Implement pilot project at municipalities where disaster vulnerability analysis is scheduled in 2018 to monitor the utility of the system and make improvements in system functions for better practices if needed.
2) (Evidence based System) Revise guidelines of disaster vulnerability analysis specially at areas of grade adjustment, scrutiny investigation and appropriateness of countermeasure to provide firm evidence for Urban Inundation Prevention Policy Support System operation and consulting services.
3) (Operating System) Government must ensure minimum budget for management and repair of the system as a ground for technical assistance to municipalities and research institutions should take the role of certified institution to establish server or to provide municipality customized services.
4) (Other Sectors for Future R&D) R&D in other disasters such as landslides, tsunami, heat wave, and heavy snow are also required in respect of getting prepared at technical level to ensure urban disaster prevention.
